The argument
When the horizon shortens, governing outcomes stops being possible. What remains available is governing the conditions that produce them: the thresholds, the standing questions, and the moments at which a council is expected to intervene. Most agendas are still written for the first and quietly fail at the second.
The session is unusual in treating governance artefacts as the subject rather than the backdrop.
Three artefacts, rewritten live
The risk register, the standing agenda, and the escalation threshold are each rewritten with suggestions from the room. The closing segment takes the harder question (how a council knows when to intervene at all) and leaves it deliberately unresolved. Companion writing sits in the insights archive.
